City of Detroit Lakes Public Works - Excavations

In order to dig in a city right-of-way, the contractor must obtain an excavation License.   A $100 check, proof of insurance and an excavation surety bond in the amount of $5,000 is required with the license application. Your excavation license must be renewed each year. 
 
Excavation In Right-Of-Way License Application

An Excavation PERMIT must be obtained for each dig site in a City right–of-way.  An excavator must have a license in order to get a permit.  The fee for an Excavation Permit is $100.   When the excavation is complete, the contractor must contact the Public Works Department so that the city’s contractors for concrete and bituminous can do the patch work.  
Excavation In Right-Of-Way Permit

When there is going to be an obstruction of a right-of-way (no dig), a Certificate of Obstruction must be obtained.  At this time there is no charge for an Obstruction Permit.   An obstruction is considered blocking any public right-of-way - streets, sidewalks, blvd, and parking lanes or lots, with demolition, machines, dumpsters, etc.

When there is an excavation or obstruction that affects the flow of traffic, the City sends out a public notice to emergency personnel – EMS, Law enforcement, fire dept; News organizations & public transportation in the City of DL.
