Detroit Lakes, Minnesota

            The Emergency City Council Meeting was called to order in the Council Chambers of the City Administration Building at 12:00 P.M., March 30, 2009, all members of the City Council having been duly notified of the meeting and the business to be transacted.

 

            Present:                        Mayor Matt Brenk; City Attorney William Briggs; Emergency  Management Director Rusty Haskins; City Administrator Robert Louiseau; Assistant City Administrator
                                               Lynne Krieger, Finance Officer Louis Guzek; Police Chief Kelvin Keena; Public Works Director Bradley Green; Fire Chief Jeffrey Swanson; Water/Wastewater Supervisor
                                               Mike Lahlum and Public Utilities Superintendent Curt Punt.

 

                                    Aldermen:        Anderson, Aune, Heltemes, Marks Erickson, Sukke, Tollefson and Zeman.

 

            Absent:                        Aldermen:  Imholte and Tucker; City Engineer Gary Nansen; Liquor Store Manager Bradley MacMaster and Building Official Calvin Mayfield.

 

            Mayor Brenk explained the purpose of the meeting was to update Council Members on the status of evacuees from the Fargo/Moorhead area who may be coming to Detroit Lakes and Becker County as a result of the flood.  Mayor Brenk then called on Police Chief Kelvin Keena to update Council Members.

 

            Chief Keena reported that the EOC Office had many calls to volunteer and give donations but as of this date, no evacuees had registered at the EOC.  He noted that many evacuees were staying in Detroit Lakes lodging facilities or their families.  The State has requested that the EOC Office stay open until Friday, April 3, 2009.  Emergency Management Director Haskins presented a resolution adopted by the Becker Board of Commissioners, declaring Becker County in a “State of Emergency” for conditions resulting from the spring flood occurring in March, 2009. 

 

            Pursuant to the request of Clay County, a motion was made by Alderman Anderson, seconded by Alderman Aune and carried, without a dissenting vote, authorizing the Mayor and City Administrator, on behalf of the City, to enter into a Mutual Aid Agreement with Clay County relative to the flood fighting in their County.

 

            Mayor Brenk advised that no other Emergency City Council Meeting will be scheduled unless needed.  He adjourned the meeting at 12:10 P.M.
