A special meeting of the City Council was called to order in the Council Chambers of the City Administration Building at 5:00 P.M., Thursday, December 18, 2008, all members of the Council having been duly notified of the meeting and the business to be transacted.
Present: Mayor Larry G. Buboltz; City Attorney William Briggs; City Administrator Robert Louiseau; Assistant City Administrator Lynne Krieger; Finance Officer Louis Guzek; Community Development Director Larry Remmen and Public Works Director Bradley Green.
Aldermen: Anderson, Aune, Brenk, Hannon, Heltemes, Imholte, Tollefson, Tucker and Zeman.
Absent: Public Utilities Superintendent Curt Punt; City Engineer Gary Nansen; Police Chief Kelvin Keena; Building Official Calvin Mayfield; Liquor Store Manager Bradley MacMaster and Fire Chief Jeffrey Swanson.
Upon the recommendation of the Community Development Committee, a motion was made by Alderman Brenk, seconded by Alderman Hannon and carried, without a dissenting vote, introducing for its second reading and adoption, Ordinance No. 328, an ordinance rezoning 1339 Pelican Lane from “R-2” One and Two Family Residence District to “R-3A” Limited Multi-Family Residential District.
After instructions by Mayor Buboltz, the Council narrowed down the candidates for the Alderman at Large Office by taking several paper ballot votes. The Council then casted paper ballots several times for the remaining two candidates and the vote was always a tie for Steve Przybilla and Madalyn Sukke. Upon request by Mayor Buboltz, both candidates reviewed their qualifications. A motion was then made by Alderman Hannon, seconded by Alderman Heltemes to appoint Steve Przybilla to the office of Alderman at Large. Alderman Imholte and Anderson spoke in support of Madalyn Sukke since she campaigned at the Municipal Election for the Alderman, First Ward Seat and knocked on many doors. Alderman Heltemes expressed his support for Steve Przybilla because of his experience and qualifications. Mayor Buboltz then called the question and the following vote was recorded: Ayes: Aune, Hannon, Heltemes and Zeman; Nayes: Anderson, Brenk, Imholte, Tollefson and Tucker. The Mayor declared the motion failed.
A motion was made by Alderman Anderson, seconded by Alderman Imholte, seconded by Alderman Imholte, to appoint Madalyn Sukke to the office of Alderman at Large. The following vote was recorded: Ayes: Anderson, Brenk, Imholte, Tollefson and Tucker; Nayes: Heltemes Aune and Hannon. The Mayor declared the motion carried and Madalyn Sukke was appointed to the Office of Alderman at Large for a two-year term effective January 1, 2009.
Mayor Buboltz closed the Council Meeting to go into closed session to discuss labor negotiations.
There being no further business to conduct, by general consent, Mayor Buboltz adjourned the meeting.
