OTHERS PRESENT: Larry Remmen, Community Development Director, Richard Grabow, Jim Hannon, Bob and Casey Bristlin
I. CALL TO ORDER:
Treasurer Mark Hagen called the meeting of the Detroit Lakes Development Authority to order at 4:30 PM in the Council Chambers of the City Administration Building, 1025 Roosevelt Avenue on Tuesday, April 11th, 2006. All members of the Authority having been duly notified of the meeting and the business to be transacted.
II. MINUTES
A motion was made by Commissioner Tom Klyve seconded by Commissioner Matt Brenk and carried unanimously to approve the minutes of the regular meeting held March 28, 2006.
III. FINANCIALS
A. A motion was made by Commissioner Dixie Johnson seconded by Commissioner Greg Hildenbrand and carried unanimously to approve the financial report and payment of claims for the period ending February 2006.

V. NEW BUSINESS
A. Consideration to the sale of Lot 10, Block 1, Detroit Lakes North Industrial Park
Larry Remmen reported that he had received an offer from Curt Briggs in the amount of $29,000. for Lot 10, Block 1, DL North Industrial Park. Briggs would not be going through a realtor for the purchase, therefore offered a reduced price. At the previous DLDA meeting, the Authority had denied Bob Bristlin a 60 day option to purchase Lot 10, Block 1 for $100. Larry Remmen reported when notifying Bob Bristlin of the denial, Bristlin offered to purchase the lot for $30,000. Bristlin plans to put up a building to relocate his business and has been in contact with a business from St. Cloud expressing interest in wanting to locate in the Detroit Lakes North Industrial Park, with a possibility of sharing this building with Bristlin. Mark Hagen noted that Curt Briggs requested an October closing date.
A motion was made by Commissioner Matt Brenk, seconded by Commissioner Dixie Johnson and carried unanimously to accept Bob Bristlin’s offer of $30,000 for Lot 10, Block 1, Detroit Lakes North Industrial Park. Commissioner Matt Brenk amended his motion, seconded by Commissioner Dixie Johnson and motion carried to amend the motion to include the stipulation that a building must be constructed on the property within one year.
Larry Remmen will prepare the closing documents necessary for the purchase.

C. Other
Larry Remmen reported that the DLDA had an annual review of their IRP loans by the USDA. All of the Authority’s IRP Loans have been paid in full. In order to utilize more IRP funds, suggestions such as advertise that there is money available and providing lower interest rates with longer terms on loans were made to increase the use IRP funding. The USDA feels strongly that something needs to be done to increase use of the IRP funds. The Board would like to do some local ads, send letters to the local banks and will consider longer term loans at 6%.
Larry Remmen reported that he had been in contact with the Ed Schultz Show to discuss relocating to Detroit Lakes to air their broadcast from Detroit Lakes. A meeting with ACS, Jack Chivers, MMCDC and Becker County EDA has been scheduled to discuss this venture.

There being no further business to bring before the Board, the meeting was adjourned.
