I.       Call To Order:

          Chairman Jim Anderson called the meeting of the Detroit Lakes Development Authority to order at 4:30 PM in the Conference Room of the City Administration Building, 1025 Roosevelt Avenue on Tuesday, December 5. 2006. All members of the Authority have been duly notified of the meeting and the business to be transacted.

II.     MINUTES:

        Upon review of the minutes dated November 21st, 2006, a motion was made by          Commissioner Tom Klyve, seconded by Commissioner Mark Hagen and carried without a dissenting vote to approve the minutes of the regular meeting dated November 21, 2006.

III.    FINANCIALS

A.      Approval Of Financial Reports & Payment Of Claims For The Period Ending October 31, 2006

          A motion was made by Commissioner Mark Hagen, seconded by Commissioner Dixie Johnson and carried to approve the financial report and payment of claims for the period ending October 31, 2006.

IV.    OLD BUSINESS:

A.      Report On Industrial Park Lots – Information Only

          The Authority reviewed an informational sheet on the industrial park lots.  Larry         Remmen reported that Curt Briggs will not be purchasing Lot 4, Block 1 of the Detroit Lakes North Industrial Park, leaving this as the remaining available lot for sale.

V.      NEW BUSINESS:

A.      Consideration To The Request Of Lucky Dog Boarding & Training Center  LLC For Tax Abatement & Loan

          Linda Livingston Wiedewitsch was present requesting assistance from the Authority through a loan and tax abatement for the relocation and construction of a new facility for Lucky Dog Kennel & Training LLC.  A portion of the $730,000. project cost will be funded through the bank and the Small Business Administration.  The request to the Authority is for a $45,000 IRP Loan and $15,000 from the Authority’s Revolving Loan Fund.  The tax abatement request is for 15 years with the City and County.  The abatement procedure process requires a public hearing followed by City Council         approval.  The County Board will discuss the request for abatement at their December 14^th meeting. Linda Wiedewitsch is offering 108 acres of pasture land as collateral to the Authority.  A motion was made by Commissioner Dixie Johnson seconded by Commissioner Greg    Hildenbrand and carried unanimously to approve the loan request for Lucky Dog   Boarding and Training Center LLC for $45,000 in IRP funding with a $15,000    RLF   at 4% for twenty years, with a 7 year balloon.   

        A motion was made by Commissioner Mark Hagen, seconded by Commissioner Dixie Johnson and carried unanimously to request City Council approval of a 15 year tax abatement request for Lucky Dog Boarding & Training Center LLC. with the City and County abatement not to exceed $117,000

C.      Other

          Larry Remmen reported he received an estimate of $134,000 to extend Cormorant        Avenue approximately 600 feet to allow three more lots to become available for sale in the Detroit Lakes North Industrial Park.  The extension will be discussed further at the next Development Authority Meeting.

VI.    ADJOURNMENT

        There being no further business to bring before the Board, the meeting was         adjourned.
